Keynes Para Üzerine Bir İnceleme Bölüm 3

Banka Parasının Analizi

1930 tarihli Keynes’in “Para Üzerine Bir İnceleme” adlı eserinin ilk üç bölümünde Keynes, parayı tanımlamakta ve paranın nasıl yaratıldığına ilişkin görüşlerini aktarmaktadır. Sizler için bu üç bölümün kısa bir özetini yapacağım.

Bu bölümde Keynes, gerçek kişiler/iş adamları tarafından neden banka parasının kullanıldığı (para tutma saikleri) hakkında görüşlerini açıklamaktadır.

Gerçek kişilerin, muamele ve ihtiyat saikiyle tuttukları mevduatları income deposits (gelir mevduatı)[Türkçe çeviriden aldım] ve İş adamlarının, muamele ve ihtiyat saikiyle tuttukları mevduatları business deposits (ticari mevduat)[Türkçe çeviriden aldım] olarak adlandırmaktadır.

Bu iki mevduatın toplamı, cash deposits olarak adlandırlan nakit mevduatları[Türkçe çeviriden aldım] oluşturracaktır.

Üçüncü saik ise spekülasyon saiki olarak bildiğimiz kişilerin ellerindeki mevduatı değerlendirmek amacıyla para tutmalarını içermektedir. Burada, Keynes bu saiki doğrudan spekülasyon saiki olarak adlandırmıyor. Bu mevduatlara da savings deposits (tasarruf mevduatı) [Türkçe çeviriden aldım]olarak adlandırıyor.

The holder may be attracted by the rate of interest which his banker allows him; or he may anticipate that other
investments are likely to depreciate in money value; or he may attach importance to the stability of the money value of his savings and to being able to turn them into cash at short notice; or he may find this the most convenient way of holding small increments of savings with the intention of transforming them
into a specific investment when they have accumulated to a sufficient sum; or he may be awaiting an opportunity of employing them in his own business; or other such reasons may influence him. We shall call deposits of this type savings deposits.(s:31-32)

Bildiğiniz üzere bu mevduat isimleri ingiltere ve Birleşik devletlerde farklı isimlerle sınıflandırılmaktadır.

A cash deposit roughly corresponds to what Americans call demand deposits and we call current accounts; and a savings deposit to what Americans call time deposits and we call deposit accounts.

Tasarruf mevduatlarının, paranın değer saklama aracı özelliğine denk düştüğünü ayrıca belirtiyor.

A savings deposit also corresponds to what used to be called in theories of money, which were stated with primary
reference to a commodity money, the use of money as a ‘ Store of Value’.(s:32)

Mevduat hacminin işlem hacmiyle ilişkisini, bu iki farklı mevduat cinsi (gelir mevduatı ve ticari mevduat) üzerinden açıklamaya çalışıyor.

What will be the relationship between this turn-over, i.e. the aggregate annual money income of the community, and the amount of the income deposits? The latter will be some more or less stable fraction of the former. Let us call this fraction “k1” and its inverse “V1” (s:40)

k1= income deposits /  aggregate annual money income [ Gelir Mevduatları için Nakit ankes oranı ]

V1= aggregate annual money income / income deposits [ Gelir Mevduatları için Paranın Dolaşım Hızı ]

Keynes “k1” nin istikrarlı bir değeri olduğunu söyler.

But apart from such exceptional causes, k1 is unlikely to change its value materially between one year and another.(s:40)

Hatta bu kitabın 2. cildinden bir kaç veri paylaşır. k1’in yıllık milli gelirin %5 ile %12 si arasında olduğunu aktarır.

Since the matter will be examined more carefully in volume 2, it will be sufficient to say here that in the case of Great Britain the average value of k1 is in all probability more than 5 per cent and less than 12 per cent of the community’s annual income,(s:40)

Ticari mevduatlarda(business deposits) ise bu katsayı istikrarlı değildir.

Ticari işlemlere konu olan ticaret hacmini hesaplamak için 3 kategori sunar.

(i) transactions arising out of the division of productive
functions, namely:

(ii) speculative transactions in capital goods or commodities;

(iii) financial transactions, e.g. the redemption and renewal of
treasury bills, or changes of investments.(s:41)

Dikkat burada ticari mevduatı, ticari işlem hacmine bölüyor.

k2= Business deposits /  The volume of transactions, [ Ticari Mevduatlar için Nakit ankes oranı ]

(i) kategorisindeki işlemlere denk düşen nakit ankes oranının ticaret hacmiyle birlikte değiştiğini ve istirarlı olduğunu söylerken

Now of these (i) will be a fairly stable function of the money value of current output;(s:41)

diğer kategorilerin ise İSTİKRARSIZ olduğunu söylemiştir. Burada spekülasyon kelimesini kullanmaktadır.

Transactions in categories (ii) and (iii) on the other hand, need
not be, and are not, governed by the volume of current output.
The pace at which a circle of financiers, speculators and investors
hand round one to another particular pieces of wealth, or title to
such, which they are neither producing nor consuming but
merely exchanging, bears no definite relation to the rate of current
production. The volume of such transactions is subject to very
wide and incalculable fluctuations, easily double at one time
what it is at another, depending on such factors as the state of
SPECULATIVE sentiment; and, whilst it is possibly stimulated by the
activity and depressed by the inactivity of production, its fluctuations
are quite different in degree from those of production.(s:42)

Burada 1927 yılından bir örnek verir. İngilterede çek hacminin toplam ticaret hacminin 16  katı olduğu söyler.Bunun üretim ile alakasının olmadığını büyük kısmının (ii) ve (iii) kategorilerden kaynaklanan finansal işlemler olduğunu savunur.

For example in Great Britain the total cheque transactions of all kinds in 1927
probably approached £64,000 million, to which must be added
the transactions for which notes are used, making a total of more
than sixteen times the annual income. Since each item of current
output cannot change hands on the average so many as sixteen
times, it is evident that transactions arising out of current production
and consumption are swamped by business transactions
of other kinds. This confusion of production and income statistics
by the large and variable factor of financial transactions is a serious
obstacle to reaching reliable inductive results concerning modern
monetary problems.(s:42)

Thus it is misleading to represent the total cash deposits (i.e. income deposits plus business deposits)
as bearing any stable or normal relationship to the national money income.
